There are two parameters that must be set-up appropriately for you to pass through this receiver - given - that the receiver is turned off.First, the 'Pass through parameter in Settings must be 'ON' (On is the default parameter).

Second, The 'Pass Through Source' parameter, also in Settings, must be set to either Cable/Sat, DVD, Blue Ray, or CD. There can be only one of these HDMI devices selected. I have mine set up for Cable/Sat. I just verified that it works through the TV and the TV's speakers when I turn this receiver off.
